Why have a dependency on Rails 1...
Why have a dependency on Rails 1.1.2 and not 1.1.6?
Actually I am using 1.2.2 with no problems, so why not Rails 1.2.2?

No reason. I just included it with the source so that people have one less item to install when installing Devalot. You should be able to remove vendor/rails and replace it with whatever you want.
